Encik Izhar bin Ismail was appointed as Head, Legal & General Counsel Department on 1 February 2025. 

He brings over two decades of distinguished legal experience, having served as General Counsel at Bank Negara Malaysia and as Head of Legal at Tenaga Nasional Berhad. His expertise spans financial law, regulatory enforcement, litigation, prosecution, energy infrastructure, cross-border M&A, and renewable energy.

Izhar began his legal career in civil litigation at Skrine, later joining Zaid Ibrahim & Co in 1995, where he became a Partner in the Construction & Engineering Law Practice. He advised on major infrastructure projects across Malaysia and South Asia, and played a key role in drafting the Land Public Transport Act 2010. He was also recognised for his contribution to FIDIC’s Conditions of Subcontract (2011).

A graduate of Victoria University of Manchester, Izhar was called to the English Bar in 1991 and the Malaysian Bar thereafter. He also served the Bar Council as an Investigating Tribunal member and Ethics examiner. In 2012, he completed the Nuclear Energy Administration Course in Japan.
