En. Ts. Mazli Mustaffa was appointed Chief Executive Officer of Rapid Rail Sdn. Bhd. effective 1 September 2026. A seasoned rail industry leader, Ts. Mazli combines deep technical expertise with executive experience in delivering complex infrastructure programmes and leading sustainable urban mobility initiatives across Malaysia and the Middle East.
With nearly 30 years of experience in the rail and engineering sectors across Malaysia, Saudi Arabia, and Bahrain, Ts. Mazli brings expertise spanning railway signalling, train control, telecommunications, smart transportation, systems integration, construction, testing and commissioning, and rail operations and maintenance.
He holds a Bachelor of Engineering (Hons) in Communication & Control Engineering from Staffordshire University, United Kingdom, and a Master of Science in Integrated Construction Project Management from Universiti Teknologi MARA, Malaysia. A Professional Technologist and Fellow of the Institution of Railway Signal Engineers (IRSE), he also serves as Chairman of the IRSE Malaysia Section.
Throughout his distinguished career, Ts. Mazli has contributed to the delivery of major rail infrastructure projects in Malaysia and the Middle East. These include KL Sentral, the Rawang–Ipoh and Ipoh–Padang Besar Electrified Double Track Projects, the Makkah Metro, the MRT Kajang Line, the MRT Putrajaya Line, and the Kuching Urban Transportation System (KUTS).
Prior to joining Rapid Rail, he served as Chief Executive Officer of Sarawak Metro Sdn. Bhd., where he spearheaded the development and implementation of Sarawak’s first urban public transportation system, as well as Malaysia’s first fully green public transportation system.
As Chief Executive Officer of Rapid Rail, Ts. Mazli provides strategic leadership to strengthen service reliability, operational excellence, asset performance, safety, and customer experience. Drawing on extensive industry expertise and a proven record of delivering complex rail projects, he is committed to advancing Rapid Rail’s mission to provide safe, reliable, efficient, and sustainable public transportation services.
